Operation Silent Trace: the review room

At 14:00, the Operation Silent Trace team assembles its Day 3 analysis into a report for independent technical review and an authorised case briefing. The evidence supports a sequence of related activity across the phone, network, laptop and USB, but it does not yet identify one human operator. A draft report contains useful findings alongside several wording, time-zone and source-reference problems that must be corrected without hiding the original review trail.

Review briefing

Draft findings

  • Finding F-01 states that DNS, browser, phone-message and laptop-file events occurred between 11:37 and 11:42 UTC after documented CAT-to-UTC normalisation.
  • Finding F-02 states that the shared account, phone and network address create technical associations, but current evidence does not uniquely identify the human operator.

Peer-review comments

  • Paragraph 18 incorrectly labels the laptop browser visit as 13:38 UTC; the source recorded 13:38 CAT, which normalises to 11:38 UTC.
  • Screenshot S-07 shows redirect-list.csv but lacks the source image identifier, path, tool/version and capture time needed to trace it.

Known limitations

  • The CCTV clock offset remains unvalidated, the courier.shared password was known to several employees, and the phone evidence does not establish who held the handset.
  • The laptop and USB files share a filename but have different SHA-256 values; their byte streams differ and neither is automatically established as the original.

Briefing request

  • A manager asks the analyst to state that one named employee “definitely performed the redirect”. The current evidence does not support that certainty.
  • The authorised audience needs a concise timeline, supporting sources, scope, methods, findings, alternative explanations and limitations. Unrelated personal material must remain excluded.

Day 4 reference

Traceable findings

A reviewer should be able to move from each finding to the cited artefact, source identifier, method, timestamp context and supporting analysis note.

Proportionate conclusions

Use direct language for observations, careful language for interpretations and explicit limits where identity, intent, completeness or clock reliability remains unresolved.

Transparent correction

Preserve the reviewed draft, record the issue and reviewer, correct it in a new version, document the resolution and approve only the verified release.

01

Make it traceable

Link every material statement to its source, method and recorded analytical context.

02

Review independently

Resolve errors and disagreements through evidence, transparent versioning and peer review.

03

Communicate fairly

Explain findings and limitations clearly without advocacy, speculation or unnecessary personal data.

Training boundary

This is an original fictional MUST case. Real reporting and testimony require lawful authority, approved Malawi Police Service procedure, competent independent review and disclosure obligations appropriate to the matter.
